The 2007 winner of the Robert Hill Award for the Promotion of Photovoltaics for Development was Wang Sicheng of the Beijing Jike Company, part of China's Energy Research Institute (ERI). The award was presented at the 23rd European Photovoltaic Solar Energy Conference (EPVSEC) in Milano in September 2007, but for various reasons Wang Sicheng could not come to Milano to receive the Award, and neither could Bernard McNelis, Chairman of The Award Committee, present the Laudatio.

Wang Sicheng received this award for his work in the application of photovoltaics to meet the basic needs of poor people in China, in a career of over 25 years. The award particularly recognised his contributions to the development and application of Technical Standards which have been published as National Standards in China, and adopted by the Global Approval Programme for Photovoltaics (PV-GAP) for international use. He pioneered PV electrification of villages in Tibet, contributed to the national PV township electrification programme, and led the development of PV systems for lighting, water pumping, communications and many other applications, as well as designing charge controllers and test equipment.

Finally, it was possible for the Award Chairman to present the Winner with the PV Plaque at a ceremony during the China Renewable Energy Development Programme (REDP) PV Workshop, supported by the World Bank, in Beijing in January 2009. The Workshop was Photovoltaic Application Technologies and Photovoltaic Light with the topics on promotion of PV application technologies, addressing the financial crisis and catching the opportunity of expanding domestic demand in China.
The Workshop was organized very well and most of the well-known figures in Chinese PV field participated. Twenty distinguished guests from governmental departments, Beijing local administrative departments, research institutes and social communities and thirty eminent experts in PV field attended the workshop. More than 300 participants from 120 companies in 24 provinces in China also came for this big China PV event. The workshop was reported by CCTV7, Beijing TV5, people.com, China Electric Power Newspaper and several PV industry-related magazines. It was very successful and won high appreciations from participants as well as the medias. The Robert Hill Award ceremony was the highlight of the workshop on January 9th. The winner Wang Sicheng accepted warm congratulations from delegates after his impromptu speech on receiving the award. Following the workshop, a dinner continued the celebrations.
